The Ogala Sioux and the governor of South Dakota are in a stand-off over legislation aimed at stopping the kind of clashes seen during the Dakota Access pipeline protests during construction of the Keystone XL pipeline. APTN FileThe Canadian PressThe Oglala Sioux and South Dakota Governor Kristi Noem are each waiting for the other side to make a move to resolve a disagreement over anti-protest legislation that led to the tribe banning the governor from one of the largest reservations in the country.The legislation aims to prevent costly and disruptive protests against the proposed Keystone XL pipeline similar to those that plagued construction of the Dakota Access pipeline in North Dakota.The Tribal Council on May 1 voted 17-0 to tell Noem she’s no longer welcome on the Pine Ridge Reservation, and President Julian Bear Runner informed her by letter the following day “that you are not welcome to visit our homelands.”“I’m going to respect tribal sovereignty. I’m not going to go where I’m not welcomed,” Noem told reporters Tuesday.Noem said she wants to resolve the situation quickly and that she’s having “ongoing discussions” with council members who reached out to her.But she hadn’t yet spoken with Bear Runner, who she said would be welcome to visit her any time.“I’m hoping that the president will change his mind and be willing to work with me to help face some of the challenges that the tribe has dealing with economic development, the meth epidemic, some of the resources that they’ve asked me for,” she said.Bear Runner’s spokesman Chase Iron Eyes said the president would be willing to meet with Noem, though “who will make the first move, that remains to be seen.”The two bills that Noem and GOP leaders pushed through toward the end of the legislative session in March allow officials to pursue money from demonstrators who engage in “riot boosting” or encouraging violence during a protest.Activists and American Indian tribes have been planning on-the-ground protests against the Keystone XL pipeline if it’s built, similar to Dakota Access pipeline demonstrations in North Dakota in 2016 and 2017 that resulted in 761 arrests over six months and cost the state $38 million to police.“I gave my team the direction to build a plan that would protect our counties and local governments from expenses that come with pipeline construction and to protect our people from the costs and dangers that accompany violent riots,” Noem said of the legislation.The American Civil Liberties Union and tribes contend the anti-riot law stifles free speech, and the ACLU is suing Noem, Attorney General Jason Ravnsborg and a county sheriff in federal court on behalf of activists.The Oglala Sioux is not a plaintiff but it opposes the pipeline that TC Energy wants to build to move Canadian crude through Montana and South Dakota to Nebraska, where it would connect with lines to Gulf Coast refineries.The $8 billion project has the backing of President Donald Trump but is being fought by opponents in the courts.Iron Eyes said Oglala Sioux members believe the pipeline threatens the environment.“They want a better way,” he said. “They don’t want a government that isn’t thinking intelligently about impending ecological and existential crises.”Noem said she has talked to people on the reservation who want to continue working with the state.“What I hear from community members and other local leaders is very different than the agenda that the president has put out there,” she said.Iron Eyes disputed that.“We are obviously taking issue with the idea that the elected leadership of the Oglala people don’t reflect the will of the Oglala people,” he said.Bear Runner’s letter told Noem that if she ignores the tribal edict “we will have no choice but to banish you” from the reservation, which is roughly the size of Delaware and Rhode Island combined. Banishment is a formal tribal process in which a person can be barred permanently from the reservation after being given due process. ROME – The head of one of Italy’s ruling parties insisted Friday that the country won’t exit the euro currency bloc nor exceed its targeted deficit limit, dismissing the European Union’s worries about the populist government’s budget strategy.Deputy Premier Luigi Di Maio, who heads the main party in the five-month old coalition, told foreign correspondents in Rome that he “guarantees” that domestic spending cuts plus economic growth spurred by public investment will keep the country from overshooting its deficit target for next year, as EU officials fear.“There’s still a lot to cut,” Di Maio said. “The guarantee we’re giving is that 2.4 per cent (of GDP) is the maximum deficit term” Italy will run up next year.He brushed off concern that Italy might incur EU sanctions if it sticks to its deficit target.Meanwhile, the head of the 19-member eurozone’s finance meetings sidestepped questions on whether Italy might be hit with a EU fine.“One thing at a time,” said Mario Centeno, Portugal’s finance minister who heads the so-called eurogroup and had just emerged from talks in Rome with Italy’s economy minister, Giovanni Tria. Rabat – Israeli and Palestinian news outlets have alleged that two Palestinians killed Sunday in Algeria’s capital were assassinated by Israel’s intelligence agency, known as Mossad. The two men were from Khan Yunis, a city in the southern Gaza Strip. Suliman al-Farra, aged 34, and Mohammed Albana, aged 35, were both scientists studying in Algiers. The original death report states they died of gas inhalation or by a short circuit.The allegation that Mossad organized the killings comes after another Palestinian scientist, Fadi al-Batsh, was killed in Malaysia earlier this year by Mossad in front of a mosque. In 2016, Mossad allegedly killed a Hamas engineer, Mohammed Zawari, in the capital of Tunisia. Archer, a 10-pound bundle of sass and midnight fur, sits behind me on a stool, a single claw plunging repeatedly into the elbow of my sweater: “Pay attention to me!” Archer knows I’m looking at other cats. He just knows. I’m on Facebook, bearing witness to the fattest cats on the internet. It’s a private Facebook group called “THIS CAT IS C H O N K Y,” where proud members post photos and videos of their beloved fuzzballs and comments pour in by the hundreds. Along with over 270,000 others, I worship at the house of Chonky. We lurk here. We comment. Chonky founder Tori Diaz gets messages from group members who want her to know how Chonky has cheered them up during their most stressful moments. “What hit me the hardest,” Diaz says, “were the people responding saying the group has helped them through suicidal thoughts, depression and severe medical problems.” I visited Chonky one day when a young woman expressed thoughts of self-harm. The group arrived to tell her that her life matters. They shared their own stories of depression and how their cats gave them something to hold onto. That includes not calling them bad pet parents because their cats are overweight.”Don’t be condescending, judgy, or incite arguments,” the rules read. No politics or medical advice. A post showing a short video of a fat and fluffy cat received responses calling the owners out for “at least negligence, if not straight-up abuse.” It’s hard to know the stories behind the overweight pets we glimpse on social media. Are they on diets? Do they have medical conditions? Are they recent rescues?Diaz created Chonky to be “a safe group to post chubby cats, or any cats, without meanness.” The term “chonky” came to her when she was looking at a photo of a fat cat. She thought it felt like internet-speak for “chunky.” Chonky strummed Facebook heartstrings right from the start, zipping to over 100,000 members by the end of 2018. When it hit 125,000, Diaz accepted the help of a small group of Chonky followers who offered to become moderators. They work their butts off. “Chonky isn’t immune to the problems of nasty internet users and trolling, myself and the mods just remove problem people fast and have learned what types of posts are most likely to start problems,” Diaz says. “A lot of love and work goes into keeping the group how it is.” Moderator Natalie Bunting, who also volunteers at a cat rescue, says the rule to “be nice” is the one most frequently violated. She has witnessed (and quashed) arguments for and against outdoor cats, political statements and personal attacks, like a member telling another to clean up a house seen in a photo. “There are literally well over a thousand member requests each day and at least 200 posts an hour,” she says. “It’s absolutely mind blowing.” Volunteering to wrangle Chonky posts is time-consuming, but Bunting sticks around because she’s connected with Diaz and the other mods. They blow off steam in a behind-the-scenes chat group, where Bunting says they laugh, cry and support each other. A lot of the conversation revolves around Chonky business, such as which posts should be approved or whether a member should be banned, but sometimes it veers into talk of families, food and work. “The subject can change 30 times within 30 minutes and it is the most entertaining chat I’ve ever been a part of,” says Bunting, who has two chonks of her own: Cubby and Baxter. “They are the goodest boys,” she reports.This rotund fluffster is the kind of cat Chonky members love to coo over. Thanks for sharing the chonks with the world,” wrote one Chonky-loving donor.Bunting says the campaign absolutely blew her away at a time when she was dealing with an unexpected death in her family. “As silly as it sounds, the whole thing gave me reasons to smile during an extremely difficult time,” she says. My big boy Archer has curled up inside his UFO-shaped cat bed under my monitor stand. He’s sleeping, but there’s now a tiny paw appearing from beneath my keyboard holder, reaching out daintily for the front of my sweater. “Pay attention to me!” I shift my position so his teensy sister Delia can sit on my lap. I visit Chonky a couple of times a day. I do it for the respite of cat pictures. I’m also here because I’m afraid of the future. My cats are over 17. I’ve known them since the day they were born in a friend’s closet as little wiggling bundles of fur, and I love them like they were carved from my own heart. They both have kidney disease. Delia is getting clumsy. Archer had a mysterious seizure some months ago. The vet calls them seniors, and I know someday, probably not too long from now, I will lose them both. As much as I lurk on Chonky, I rarely post. When the day comes that I have to say goodbye to my beautiful cats, I already know I will go to Chonky for solace. Updated: 4:00 p.m. Nov. 29, 2016The Sockeye fire trial, which was scheduled to begin Tuesday, has been re-scheduled. At pre-trial hearing on Monday, Kevin Fitzgerald — attorney for defendant Greg Imig — asked the court to delay the trial until mid-January, due to an Imig family emergency.Assistant Alaska district attorney Eric Senta opposed the motion, saying that numerous Willow area mushers had planned to attend the trial this week, and that a January date would interfere with the mushing season. Senta wants a one week delay.Fitzgerald says that a “medical necessity” involving Imig’s father has put the elder Imig close to death. The state has charged Imig and DeWitt with eight misdemeanor counts, ranging from reckless endangerment to failure to obtain a burn permit.The state expects to call scores of witnesses, such as firefighters, home-owners, state troopers and fire investigators.

It sounds too much like a credit rating or a car insurance company, and “blockbuster” is a way more effective, commonly used phrase that gets the same idea across. But the industry felt otherwise. AAA the term and the games are more prominent than they have ever been. Forgot packed holidays or summer doldrums; AAA games come out no matter what time it is.There are so many AAA games now that it may be useful to find new ways to categorize them, and not just by genres like a racing game or first-person shooter. I’ve been thinking about an artistic trend in some of our biggest video games, and I’d like to propose a corny new term for this subcategory: AAArtisanal games.But first, a little context. The concept of AAA comes from the idea there’s a plurality of video games operating at different scales. Like B-movies, the middle class, and other things that no longer exist, there were once games from major publishers and developers that weren’t as huge as Call of Duty but certainly not as small as an indie classic like Cave Story. Arguably most games were at that level. Their modest scale and budget allowed them to made by faster and experiment with more niche ideas without fear of financial failure. AAA games were the expensive tentpole exceptions trying to appeal to the widest possible audience.Unfortunately, B-games were slowly but surely squeezed out of the market. Production costs rose in the HD era and shifting consumer taste demanded more of the biggest and shiniest games possible. Midway and THQ, stalwarts of the “7 out of 10” game, collapsed. For a time those games, especially the Japanese ones, could survive on less powerful platforms like the PS2, the Wii, and handhelds. But unless the Nintendo Switch is a smash success (which I hope is the case) that’s a shrinking ghetto. So what we are left with are gigantic and risk-averse AAA games, casual mobile games, and increasingly sophisticated indie download-only games moving into the spots B-games once filled. Rocket League is the new Blitz: The League. Octodad: Dadliest Catch is the new Destroy All Humans.So that’s where we are now. AAA games like Assassin’s Creed, Skyrim, Battlefield, and Destiny dominate the output from the major games publishers. Then what defines an AAArtisanal game? To me, an AAArtisanal game isn’t an indie story-focused game like Firewatch or Journey, but a AAA game that uses some of those same techniques to add artistic gravitas to itself. Art games have certainly existed since the dawn of the medium, but I’m talking about games that chase BioShock or Shadow of the Colossus or Half-Life 2. These are unabashedly big game products that also want to prove to the Roger Eberts of the world they are worthwhile game works of art as well. These are games that let players cause tons of fun explosions but then ask them, “What does it all mean?” I must stress this is only a style, not an indicator of quality one way or another.I’m talking about games like Spec Ops: The Line, Grand Theft Auto IV, Red Dead Redemption, Metroid Other M, Modern Warfare 2’s “No Russian” level, the M-rated game based on famous children’s character Batman, and whatever David Cage seems to think he’s making. It’s every game trailer that pairs over-the-top destruction with a sad pop song cover.AAArtisanal encompasses both tone and design. After three games of Indiana Jones-esque romps, look at how a game like Uncharted 4 became more somber and added dialogue choices to enrich the artistry of its character interactions. This is a technique used by AAA hits like Mass Effect and Fallout, but I’d also argue its successful artistic use in smaller Telltale adventures and even Twine games is also influencing this trend in the rest of AAA. Meanwhile, there’s no better, classier way to convey story in your shooter than to embed it in the environment like it’s one of those “Gone Home walking simulators.”AAArtisanal is also a great way to reboot your tired, ridiculous franchise into something more outwardly respectable and deserving of its inherited AAA status. Give your flat character family issues or something, treat the violence more realistically, consider dropping the number, and you’ve got instant maturity. It worked for Tomb Raider, it worked for Prince of Persia, it worked for Gears of War, and we’ll see if it will work for sad dad God of War. But this doesn’t benefit every reboot. The smartest thing the new Doom did was buck this trend. I’m also not counting the new Deus Ex because stabs at intelligence have always been part of the series.To make a movie comparison, AAArtisanal to me is like a big studio trying to siphon off some prestige from their indie imprint. It’s like how without middle-tier movies, promising indie directors like Josh Trank and Colin Trevorrow and David Lowery are suddenly being handed the keys to massive franchise films.In movies and in games, sometimes that works and sometimes it doesn’t. GTA IV is the most serious GTA, and to me, it’s also the most thematically interesting. Meanwhile, Rise of the Tomb Raider is less pretentious than its predecessor, and that’s an improvement. Everyone loves The Last Of Us’s soulful take on tired zombie apocalypse tropes, but if you don’t enjoy actually playing it at what point does its desire to be art hurt it as a game? Either choice is valid. Just look at the fascinating but mechanically antagonistic No More Heroes versus its more playable but dumber sequel. But it is a choice that must be recognized, especially in AAArtisanal games.You’ll notice the vast majority of games I’ve mentioned so far come from the West. The death of B-games had a far bigger impact on Japanese studios struggling to keep up with new standards. But also the desire to be taken seriously as art is a bigger hang-up for Western developers in my opinion. It’s not that Japanese games and their remaining weird auteurs don’t have anything artistic to say. But rather a game like Metal Gear Solid V is perfectly comfortable pairing its dead-serious messages with the utter absurdity inherent to video games. To use a dreaded buzzword, they don’t care as much about ludonarrative dissonance. I also think the Polish roots of The Witcher series allow it to exist outside of this paradigm, but aside from seeing their critical acclaim, I’m not familiar enough with those games to make a judgment.AAArtisanal games is an awkward phrase to describe an awkward phase for some of the biggest video games. Like any creative work, big games want to say something, but the myriad of market forces they ultimately serve mean they can only say so much. You can’t control your message as completely and succinctly as something like The Beginner’s Guide or Depression Quest when you also have to see 20 million copies to Wal-Mart with a dude holding a gun on the cover. However, if a AAA game like Mafia III, with its extremely explicit racial themes, can succeed despite cultural resistance (and, to be fair, technical flaws), then there’s hope for continued future artistic evolution.Meanwhile, I’ll keep enjoying the highs, lows, and hilarious incongruities only AAArtisanal games can provide. Because no one can predict which parts on a spacecraft might fail during a long trip, tons of spare parts would need to be carried along to ensure a safe and productive trip, unless most of those parts could be created on the fly by the astronauts themselves. That’s what the engineers working in several NASA facilities are working on right now. The trick is to build an additive processing machine that is small enough to take on a space flight mission, yet versatile enough to allow for adding materials of many different types while fashioning just one part, i.e. metal, plastic, rubber, etc. Thus far, engineers have tested additive technologies on planes that simulate zero gravity and have found their machines work just as well as when used here on Earth. Besides the obvious reduction in material costs, there is also a reduction in machining costs if the part is made nearly perfect in the first step. Some additive processing technologies are referred to as 3D printing because the process is very similar to that used in inkjet printers. If an inkjet printer used thicker ink and repeatedly passed over a page, for example, eventually the ink would build up, producing a three dimensional object and that is what is at the heart of additive processing. In this process, a wire is heated to the melting point using an electron beam, similar to when two pieces of metal are welded together. But instead of joining pieces, the EBF3 adds new layers of material building up three dimensional objects. The result is a process that produces no waste and that can be preconfigured and run in the same fashion as robots that weld parts together when making cars. DOI: 10.1073/pnas.1610931114AbstractThe end-Permian mass extinction represents the most severe biotic crisis for the last 540 million years, and the marine ecosystem recovery from this extinction was protracted, spanning the entirety of the Early Triassic and possibly longer. Numerous studies from the low-latitude Paleotethys and high-latitude Boreal oceans have examined the possible link between ocean chemistry changes and the end-Permian mass extinction. However, redox chemistry changes in the Panthalassic Ocean, comprising ∼85–90% of the global ocean area, remain under debate. Here, we report multiple S-isotopic data of pyrite from Upper Permian–Lower Triassic deep-sea sediments of the Panthalassic Ocean, now present in outcrops of western Canada and Japan. We find a sulfur isotope signal of negative Δ33S with either positive δ34S or negative δ34S that implies mixing of sulfide sulfur with different δ34S before, during, and after the end-Permian mass extinction. The precise coincidence of the negative Δ33S anomaly with the extinction horizon in western Canada suggests that shoaling of H2S-rich waters may have driven the end-Permian mass extinction. Our data also imply episodic euxinia and oscillations between sulfidic and oxic conditions during the earliest Triassic, providing evidence of a causal link between incursion of sulfidic waters and the delayed recovery of the marine ecosystem. Approximately 252 million years ago, the Earth experienced the largest die-off in its history, with approximately 90 percent of all life on the planet going extinct. Scientists have put forth a number of theories regarding the cause, but to date, a consensus has not been reached. In this new effort, the research team suggests that a type of shoaling began to occur for unknown reasons, which stirred up sulphides resting on the seafloor causing them to mix with seawater and making it impossible for most life in the ocean to survive.The team’s theory came after studying rocks found in parts of Canada and Japan—parts of the planet that once were under the Panthalassic Ocean. They found sulphur oxide mixed with other types of sulphur, which suggested that the ocean had been subjected to mixing of sulphur types, leading to toxic levels that made it nearly impossible for sea life to survive. They note that mixing occurred just before the great die-off, as it occurred, and then for some time thereafter, which, they note, also explains why it took nearly 10 million years for sea life to recover.The researchers suggest the mixing in the oceans was likely due to shoaling, which is when waves grow taller as they encounter shallower water while moving toward a shoreline. Because the process causes changes in both density and velocity, water can become stirred up.The researchers do not address the possible reason for the sudden change in shoaling, nor the possibility that it could have somehow contributed to the massive die-out that occurred on land, as well.
