The organized crime operatives were believed to be part of an alliance between Telmo Castro Donoso, an Ecuadorean drug trafficker, and Joaquin “El Chapo” Guzman, the fugitive kingpin of the Sinaloa Cartel. “Based on cases from the past, we cannot rule out that the weapons confiscated in early January were destined for a local criminal group,” Martinez Baldeón said. “Groups linked to drug trafficking have sufficient resources to finance these weapons as they have shown in the past.” In May 2013, Army soldiers seized eight PG-7 rockets in the town of Calacali, near the capital city of Quito. The rockets are typically fired with Russian-made RPG-7 rocket launchers. The FARC, which has been fighting the Colombian government for 50 years, has a history of buying and using military-grade weapons. In 2009, Colombian authorities reported that since 1999, security forces had seized military-grade weapons from the FARC that came from at least 20 countries, El Tiempo reported. KINGSTON, Jamaica, CMC – The Jamaica government says it will extend by a further 60 days, the Zones of Special Operations (ZOSOs) in Denham Town in Kingston, and Mount Salem, St. James, as the country deals with the criminal situation on the island.National Security Minister Dr. Horace Chang told the Senate that as a result, the ZOSOs will remain in effect in the two areas to August 19, and September 7, 2019, respectively.Chang said that the ZOSOs reflect the shared consensus regarding the attainment of crime reduction through social intervention noting “in my April address, I acknowledged this very fact, noting that all governments have undertaken and have invested considerably in substantial social intervention programs in vulnerable communities over the years. Through Zones, this effort continues.”Last phase of these ZOSOsChang said that the two current ZOSOs in Mount Salem and Denham Town, were operationalized in 2017 and are still in the build phase, adding that this is the longest and last phase of the three-phase strategy.“Reports from the Social Intervention Committee have indicated that social intervention programs, pursued under various thematic areas, are being successfully executed in a peaceful environment, conducive to community development and continued prosperity,” he said, adding that successes in these areas continue to be manifested by an overall lower crime rate.In the case of Mount Salem, over a period of 638 days, from September 1, 2017 to May 31, 2019, only three category-one crimes have been reported in the space. They include one aggravated assault, one rape, and a break-in.No recorded cases of murders“It is important to note that there have been no recorded cases of murders or shootings since the declaration of the Zone,” the Security Minister said.He said that during the 638 days prior to the declaration of the Zone, that is, December 3, 2015 to August 31, 2017, there were 38 category-one crimes, inclusive of 16 murders, and 19 incidents of shooting.In the case of Denham Town, over a period of 593 days, that is, from October 16, 2017 to May 31, 2019, there have been a 58 per cent reduction in murders, a 75 per cent reduction in shootings, a 63 per cent decrease in robberies, an 88 per cent decline in break-ins and a 59 per cent reduction in overall category-one crimes since the declaration of the Zone.“While our ambitions are much greater than that which has been reported here, we continue to be motivated by the gains we have made so far,” Chang said.The Law Reform (Zones of Special Operations) (Special Security and Community Development Measures) Act gives the Prime Minister power to declare an area a ZOSO in order to tackle increased crime and volatility. This is in consultation with the National Security Council.The Zone can only be established after the Police Commissioner and the Chief of Defense Staff make a request for such a declaration in writing to the Prime Minister.

Almost a millennium ago (in internet time), Double Fine kickstarted the Kickstarter craze for the video game industry with what is now known as Broken Age. Since then, it seems nearly every game developer — indie or otherwise — has attempted to gain funding for a project through the crowdfunding platform. Now, even though Broken Age has yet to release, Double Fine is throwing another plea into the please-give-us-money engine in the form of Massive Chalice, a strategy RPG.The game’s description wastes no time garnering the favor of every single SRPG fan, citing Fire Emblem, XCOM, and Final Fantasy Tactics as inspiration. If that weren’t enough, it then mentions the “array of noble families” found in Game of Thrones as another source of inspiration, going after the favor of the rest of the internet.Aside from the sweet feeling you get from positioning a unit to the side or back of an enemy before an attack in order to gain a damage bonus, the main hook of Massive Chalice appears to be a multi-generational campaign in which you have to take care of your soliders so they can survive the war, retire as a soldier, then mate and generate offspring that can grow up to fight in the war. Permadeath, as the Kickstarter description says, is inevitable. If your character doesn’t die on the field, it will eventually die of old age, which is why you’d want to get your soldiers married off and mating before they can’t leave you with kids to thrust into the grim reality of war.The multi-generational aspect isn’t just a gameplay gimmick, but woven into the story: The world is faced with a demonic invasion that’s said to last hundreds of years, and since people don’t last that long, they’ll need to make more people to continue the fight. The game employs some of the randomization found in roguelikes, as you start each game with a random set of units, and some events in the game happen randomly.Since Double Fine, a Tim Schafer company, is hosting the Kickstarter, the video is actually pretty amusing — it’s a sketch rather than a bunch of people telling you how their Kickstarter project makes them feel instead of what it actually is. It involves beard-shaving and brain surgery.The entry pledge runs $20, and will get you a copy of the game upon its release for Windows, Mac, or Linux, which will be free of DRM and available on Steam. A $50 pledge will net you early access, a soundtrack, behind-the-scenes videos, and a high-res art package.
