MONTREAL – An investigation into a judge who tried to force a woman to remove her hijab in the courtroom will proceed, Quebec’s judicial council said TuesdayEsther Boivin, a spokeswoman for the body that supervises the conduct of judges, said the next step is to set a date for the hearings regarding Quebec court Judge Eliana Marengo.Last week, Quebec’s top court rejected Marengo’s request to have the investigation stopped after she claimed it violated her judicial independence.In 2015, Marengo refused to hear a case involving Rania El-Alloul because the latter refused to remove her Islamic head scarf while in the courtroom.El-Alloul was violating a Quebec law stipulating people must be “suitably dressed” in the courtroom, Marengo said at the time.“In my opinion, you are not suitably dressed,” Marengo told El-Alloul, according to court documents. “Decorum is important. Hats and sunglasses, for example, are not allowed. And I don’t see why scarves on the head would be either.“I will therefore not hear you if you are wearing a scarf on your head, just as I would not allow a person to appear before me wearing a hat or sunglasses on his or her head, or any other garment not suitable for a court proceeding.”The judge’s comments triggered numerous complaints to the judicial council, which decided 28 of them were founded and in June 2016 formed a committee to investigate Marengo’s conduct.Marengo asked the Quebec Superior Court to force the judicial council to end its investigation and lost.She brought her case to the Quebec Court of Appeal, which also ruled against her.“(Marengo) does not show any error justifying the intervention of the court,” read the decision signed by all three justices who heard the appeal.“The continuation of the inquiry by the committee, while a delicate exercise in the circumstances, is the only possible avenue for an enlightened justice.”Boivin was unable to say how long it would take for the judicial council to set a date for hearings to begin or how long its investigation will take.In addition to filing a complaint against Marengo, El-Alloul asked Quebec Superior Court to declare Marengo breached her right to freedom of religion, and to declare she had the right to be heard in Quebec court wearing a hijab.The court in 2016 rejected both of her requests.Julius Grey, one of El-Alloul’s lawyers, said that ruling is under appeal and that therefore he did not want to comment on any of the legal issues involving his client.El-Alloul had said she felt “deeply humiliated” by the judge’s conduct, according to court documents.“I felt that I was forced to choose between my sincerely held beliefs and my fundamental right to be heard by a court on an application that was important to me,” she said.A spokesman for Marengo’s legal team said Tuesday there would be no comment.
Alberta’s battle with B.C. over the Trans Mountain pipeline hasn’t much impacted Rachel Notley’s approval rating, according to the latest numbers from Angus Reid.But, the quarrel may have added to John Horgan’s popularity.Notley is sitting at 33 per cent — in the middle of the pack compared to other provincial leaders.“What that says to me is that — the trade war that started between B.C. and Alberta over wine, certainly the war of words and rhetoric is something that hasn’t hurt Notley or her approval levels, (but) it hasn’t necessarily given her much of a bump. Being up a point really means being statistically unchanged,” Shachi Kurl, Angus Reid’s Executive Director, said.B.C.’s premier is tied with Saskatchewan’s Scott Moe, with the highest approval rating at 52 per cent.“It looks like the face-off against the government of Alberta does appear to have helped John Horgan, a little bit. A three point increase in approval is not massive but it’s certainly in the right direction.” Kurl said.Kurl said we’ve heard the opposition saying Notley has lost the conflict with Horgan.“The numbers would indicate, well nothing necessarily lost, nor nothing necessarily gained,” she said.
Mumbai: Actress Madhuri Dixit Nene says she is not contesting the upcoming Lok Sabha elections. There were reports that the actress might contest the Lok Sabha elections from Pune for the Bharatiya Janata Party (BJP). But Madhuri says she is not involved with any political party. “It is just a rumour. I am not contesting for any political party. I think I have already cleared the air on that matter,” Madhuri told IANS. “In fact, I think there are three of us (actors) who were roped in for the rumour and I clarified it,” the actress added. Chennai: After helping Chennai Super Kings (CSK) return to winning ways by smashing a brilliant 96-run knock against Sunrisers Hyderabad (SRH), opener Shane Watson admitted that he was due for runs and added that he was grateful to skipper M.S. Dhoni and coach Stephen Fleming for the faith they showed in him. New Delhi: The Supreme Court Wednesday said it would go to the root of the alleged conspiracy and sensational claims made by a lawyer that there is a bigger conspiracy to frame Chief Justice of India Ranjan Gogoi in the sexual harassment allegations against him.A three-judge special bench headed by Justice Arun Mishra said if fixers continue to work and manipulate the judiciary as claimed, neither this institution nor any of “us” will survive. The bench, also comprising justices R F Nariman and Deepak Gupta, asked lawyer Utsav Singh Bains, who has made claims of a greater conspiracy, to file another affidavit by Thursday morning after he claimed that he has some more “incriminating evidence”. If they continue to work, then none of us will survive. Fixing has no role to play in the system. We will inquire and take it to the logical end,” it said. The bench also clarified that there is no connection between the hearing of Bains’ claims of larger conspiracy and the in-house inquiry ordered into the sexual harassment allegations against the CJI. It turned down a fervent request of Attorney General K K Venugopal and Solicitor General Tushar Mehta to order a court-monitored SIT probe into the matter. After meeting the directors of the CBI and the IB, and the Delhi Police commissioner, the bench reassembled at 3 pm to hear the matter at length. At the outset Bains, who has filed an affidavit in the top court claiming a bigger conspiracy of alleged fixers to frame the CJI on allegations of sexual harassment, placed before the bench material to substantiate his claims.

Atlanta cornerback Dunta Robinson continues to battle a concussion, which should open the passing game for Freeman and Tampa Bay. Matt Ryan: Much like Freeman, I like the opposing quarterback, Matt Ryan. The Falcons are coming off a bye-week, so expect them to treat Week 9 like a playoff game. Ryan has yet to surpass 300 yards in a game but has thrown at least one touchdown pass in five straight games. Worth noting, Tampa Bay ranks 25th in the league in total yards allowed. Peyton Hillis: Hillis has scored a touchdown in six of the first seven games this season. This week, Hillis takes on a Patriots’ defense that allowed a total of 125 rushing yards and a touchdown to the Vikings last week. Hillis will continue to be the goal line back, despite sharing carries with Mike Bell. BenJarvus Green-Ellis: If you’re looking for a sleeper this week, consider the law firm. Green-Ellis had his best game against Minnesota with 112 yards and a pair of touchdowns. Green-Ellis is emerging as the primary back because of Fred Taylor’s toe injury. Consider Green-Ellis a solid No. 2 Fantasy running back this week. Mike Williams (TB): The most impressive rookie wide receiver has been Williams. Williams had a career day last week with 105 yards and a touchdown. It’s time to consider Williams a legitimate Fantasy wide receiver, as he is Tampa Bay’s go-to guy. Look for Williams to run past Atlanta’s secondary. Jacob Tamme: This is the first time I’m recommending a tight end. My reasons are Peyton Manning and Dallas Clark’s injury. Tamme filled in nicely on Monday Night with 64 yards and a touchdown. This week the Colts face the Eagles, who give up the fifth most fantasy points to opposing tight ends. Look for more success, because Manning makes everyone around him better. If you’re struggling with the tight end position, run to the waiver wire and claim Tamme. Bench ‘Em Matthew Stafford: Stafford was lights-out against Washington with 212 yards, four touchdowns and one interception. However, I’m benching him this week against of the Jets, who shut down Aaron Rodgers (7 Fantasy points) and the Packers last week. The Lions will get the same dose and expect Calvin Johnson to be stranded on Revis Island. Stafford’s shoulder and the Jets’ defense are a bad combination. Cedric Benson: Benson has been non-existent in the Bengals’ offense with 69 rushing yards last week. Benson hasn’t recorded a touchdown in four straight games and gets to face a Steelers’ defense that allows eight fantasy points to opposing running backs. The Bengals will look to pass, led by Terrell Owens. Jonathan Stewart: Stewart got a major boost in value after DeAngelo Williams was out but failed to produce. If Williams is out, Stewart will start, but not for your fantasy team. The Saints rank 16th in rushing yards allowed and are coming off a huge win against the Steelers. Stewart, at best, is a flex option in this matchup. Jahvid Best: Best has been struggling with that turf toe injury, and it showed last week against Washington, as he had 12 carries for 48 yards. This week, Best faces a Jets’ defense that allows 89 rushing yards per game. Best will continue to split carries with Kevin Smith, who is running well in limited action. Deion Branch: Although Branch has a tasty matchup against the Browns, I’m benching Branch. He had one great game since his return to New England but has slowed down because of a hamstring injury. Last week, Branch had one pass for 21 yards. Brady will continue to look for Brandon Tate downfield, and I expect Welker to break out of his slump.
